Why is input wattage higher than cooking wattage?

Conversion losses, fans, controls, and other components make electrical input higher than delivered microwave output.

Is a microwave cheaper than an oven?

For small portions and short heating times it often uses less total energy, but the comparison depends on food and appliance efficiency.

Does reduced power lower energy use proportionally?

Many microwaves cycle full power on and off, so total energy depends mainly on the selected level and total elapsed time.
